Has Harper lost faith in his 31.5% income trust tax?

Most people with masters degrees in economics don't repeatedly trumpet their acquisition of a minor degree. But the above statement of Harper's would be a disgracefully idiotic statement for anybody who's passed a grade 12 life-skills course, much less someone claiming to be a skilled economist.
We know that Harper will call the work of actual working economists "dumb" when they write something that He disagrees with. Like if you have a massive deficit, and enormous spending, according to Harper it is just dumb to eventually either raise taxes or lower spending.
Look: the Canadian economy just fell off a cliff. And under Harper's watch. Harper must think the Canadians Economics Association are just dumb. What they write must be wrong! Wrong, wrong, wrong.
