What does it take for a GG to deny proroguing, beyond this set of outlandish circumstances?

Stockwell Day's Pact with the Bloc of 2000?
Stephen Harper's Pact with the Bloc of 2004?
Or Dion's and Layton's Pact with the Bloc that actually isn't a Pact with the Bloc in the way the two predecessor pacts were?

All she has to do is follow constitutional protocol & make sure government continue to function.
Is proroguing actually functioning or is it as the name suggests a suspension of activity??
A suspension at this time is tantamount to failure on her part & that of the PM.
Kind of brings the income trust debacle to mind doesn`t it.
