Top federal public servant stepping down

OTTAWA - Kevin Lynch, the top public servant to Prime Minister Stephen Harper is stepping down, surprising many in Ottawa with the announcement of his retirement effective June 30.
As clerk of the Privy Council, Lynch, 58, was Harper's deputy minister. He has overseen a massive effort to renew the aging public service, but was also seen as extremely close to Harper, and a trusted confidante. He was recently rumoured to be the next Canadian ambassador to Washington, but Lynch is said to have clashed with Harper's senior political chief of staff Guy Giorno.
